PSEMP OVERVIEW

The Puget Sound Ecosystem Monitoring Program’s (PSEMP) mission is to convene a collaborative network of subject matter experts who organize, synthesize, and communicate scientific information from many monitoring organizations and different parts of the ecosystem to directly address management and science questions critical to recovery of the ecosystem.

To achieve this mission, PSEMP has the following objectives:

  1. Increase collaboration across monitoring programs by creating and maintaining forums for open communication, data sharing, synthesis, and effectiveness assessment.
  2. Support adaptive management of recovery efforts by facilitating dialogue among PSEMP participants, planners, managers, and decision-makers.
  3. Improve communication within and beyond the monitoring and assessment community to improve access to credible information to guide recovery decisions.

The Puget Sound Partnership supports and assists PSEMP and facilitates communication among the Partnership's programs, the Puget Sound Science Panel, the Ecosystem Coordination Board, the Leadership Council, and the Salmon Recovery Council. The monitoring program is called for in the Partnership's enabling statute (RCW 90.71.290)

Collaboration

PSEMP is a coordinated network that is supported by Partnership staff, funding from the Partnership for Work Group Coordinators, and by in-kind contributions of participating organizations, especially those who serve as Work Group Leads or on the Steering Committee. The monitoring network is an integrated part of the overall network of partners that play complementary roles to accelerate Puget Sound recovery. The partners and roles with the most direct linkages to PSEMP are shown in the diagram at right, and we are continually seeking to strengthen these linkages and expand them.

Adaptive Management

By working in close coordination and collaboration with our partners, the expertise, assessments, and products coming out of the PSEMP network provides the relevant, credible, and timely information needed to support adaptive management of recovery efforts. This figure illustrates some of the ways PSEMP supports the Partnership’s Adaptive management Framework. For details on how the PSEMP network contributes to Vital Signs, effectiveness assessment, and Implementation Strategies, see Appendix 1 of the PSEMP Strategic Plan.

Communication

In order for PSEMP to be a high performing network that delivers on the above objectives of collaboration and adaptive management, strategic communication is essential. PSEMP is developing a communications plan in coordination with the Partnership’s communication strategy that will better equip the monitoring and assessment community to share information and facilitate data-driven recovery decisions.
